The Convention Thought It Wrong

No Man Will Subject Himself To The Ridicule Of Pretending That Any Natural Connection Subsists Between The Sun Or The Seasons, And The Period Within Which Human Virtue Can Bear The Temptations Of Power. Happily For Mankind, Liberty Is Not, In This Respect, Confined To Any Single Point Of Time, But Lies Within Extremes, Which Afford Sufficient Latitude For All The Variations Which May Be Required By The Various Situations And Circumstances Of Civil Society.

The Advancement And Diffusion Of Knowledge Is The Only Guardian Of True Liberty.

Government Is Instituted To Protect Property Of Every Sort; As Well That Which Lies In The Various Rights Of Individuals, As That Which The Term Particularly Expresses. This Being The End Of Government, That Alone Is A Just Government Which Impartially Secures To Every Man Whatever Is His Own.

When Indeed Religion Is Kindled Into Enthusiasm, Its Force Like That Of Other Passions Is Increased By The Sympathy Of A Multitude. But Enthusiasm Is Only A Temporary State Of Religion, And Whilst It Lasts Will Hardly Be Seen With Pleasure At The Helm. Even In Its Coolest State, It Has Been Much Oftener A Motive To Oppression Than A Restraint From It.

Every New Regulation Concerning Commerce Or Revenue; Or In Any Manner Affecting The Value Of The Different Species Of Property, Presents A New Harvest To Those Who Watch The Change And Can Trace Its Consequences; A Harvest Reared Not By Themselves But By The Toils And Cares Of The Great Body Of Their Fellow Citizens. This Is A State Of Things In Which It May Be Said With Some Truth That Laws Are Made For The Few Not For The Many.
