Our Enemies May Be Irrational, Even Outright Insane, Driven By Nationalism, Religion, Ethnicity Or Ideology. They Do Not Fear The United States For Its Diplomatic Skills Or The Number Of Automobiles And Software Programs It Produces. They Respect Only The Firepower Of Our Tanks, Planes And Helicopter Gunships.

Nations Do Not Distrust Each Other Because They Are Armed. They Are Armed Because They Distrust Each Other.

With All This Talk About The Supposed Strain In Relations [with The Soviet Union], There Is An Inference That Somehow It Is Our Fault. But We Didn't Kill Russian Civilians By Shooting Down A Civilian Airplane. We Didn't Attempt To Conquer An Adjacent Country To Ours. We Didn't Walk Out On Negotiations And Refuse To Give A Date For When We Would Resume.
