Fact Be Vertuous, Or Vicious,

Covenants Without Swords Are But Words.

Reason Is The Soul Of The Law.

And Because The Condition Of Man, (as Hath Been Declared In The Precedent Chapter) Is A Condition Of Warre Of Every One Against Everyone; In Which Case Every One Is Governed By His Own Reason; And There Is Nothing He Can Make Use Of, That May Not Be A Help Unto Him, In Preserving His Life Against His Enemyes; It Followeth, That In Such A Condition, Every Man Has A Right To Every Thing; Even To One Anothers Body.

Prudence Is But Experience, Which Equal Time Equally Bestows On All Men In Those Things They Equally Apply Themselves Unto.

Men Are Not Therefore Put To Death, Or Punished For That Their Theft Proceedeth From Election; But Because It Was Noxious And Contrary To Men's Preservation, And The Punishment Conducing To The Preservation Of The Rest, Inasmuch As To Punish Those That Do Voluntary Hurt, And None Else, Frameth And Maketh Men's Wills Such As Men Would Have Them.
